MAP terms of reference comments sought

Sundre town councillors have been asked to prepare comments on proposed new terms of reference for the municipal area partnership (MAP) organization, which includes representatives from Sundre and other municipalities.

A nine-page draft of the terms of reference was presented to councillors at the recent governance committee meeting.

Under the partnership process section of the draft, the terms of reference states: “MAP will act through an advisory board that may be delegated operational authority upon approval of all member municipalities. The partnership is not intended to replace the local decision making process, rather it is intended to enhance the process relative to issues of a regional nature.”

As according to the draft, goals of the partnership process would include:

  • supporting local autonomy while emphasizing that local goals can often best be achieved through regional cooperative efforts;
  • Exploring opportunities to improve the delivery of serves to residents in the region through cooperative efforts;
  • helping members work cooperatively to improve the delivery of municipal services;
  • encourage regional thinking in the context of local decision making;
  • promoting and fostering organizational efficiency and effectiveness to achieve results without the creation of unnecessary bureaucracy, infrastructure, policies and processes;
  • managing approved regional projects with approved budget resources.

A complete review of the draft terms of reference is expected to be completed by all MAP members by December 31.
